Wilma L. Vaught

Brigadier General Wilma L. Vaught, USAF, Retired, served in the United States Air Force for over 28 years, retiring in 1985 as one of the most highly decorated women in U.S. history.  Throughout her career, General Vaught forged new paths and pioneered opportunities for the servicewomen who would follow.  A Vietnam veteran, she was one of the few military women in that war who were not nurses.  And, when she was promoted to brigadier general in 1980, she was one of a handful of women in the world who had ever achieved that distinction.

While her military accomplishments are extraordinary, General Vaught's most lasting contribution will be her successful efforts related to the Women In Military Service For America Memorial where she was the driving force that built and now operates the $22.5 million memorial. Located at the gateway to Arlington National Cemetery, the Women’s Memorial is the nation’s only major memorial to pay tribute to the more than 2.5 million women who have served in the nation’s defense.  The Memorial stands as a place where America’s servicewomen can take their rightful place in history and where their stories will be told for future generations.  Because of Wilma Vaught, the American people and visitors from around the world can learn of the courage and bravery of tens of thousands of American women who, like her, have pioneered the future.

Carol L. O’Riordan Biography:

Carol L. O’Riordan, Founding and Managing Partner at the O’Riordan Bethel Law Firm, LLP, has more than twenty years experience in the fields of government contracts (federal, state and municipal); construction contracts and litigation; complex litigation; and negotiation of domestic and international government contracts, construction and financing transactions.  

Ms. O'Riordan has extensive experience in commercial construction and government contract related matters, having represented clients nationwide on government procurement issues from bid protests through claims preparation, pricing, negotiations and litigation.  She is a recognized authority and frequent lecturer on federal and state certification programs, including the U.S. Small Business Administration’s 8(a)BD program, the U.S. Department of Transportation’s Disadvantaged Business Enterprise program, and the District of Columbia Certified Business Enterprise (CBE) program.

In addition, Ms. O’Riordan is also a Co-Founder and Director of Washington Consulting Corporation, which specializes in advising governments and companies on matters related to public procurement, and facilitates trade and investment activities of U.S. and international companies.

Ms. O’Riordan obtained her J.D. from Boston University in 1983, and her undergraduate degree in Foreign Service from Georgetown University in 1980.  She is a recipient of Boston Univeristy School of Law’s Young Lawyer’s Chair.

Tracy Balazs

Tracy Balazs is the President and CEO of FSR, an entrepreneur, a visionary and a thought leader in the medical, life sciences, human resources, executive search, veteran jobs placement and staffing fields. She launched FSR over ten years ago, and has built it into a leading provider of workforce solutions delivering on her promise to provide specialized expertise for FSR’s clients on a national basis.
For over 25 years, Tracy worked as a Registered Nurse in a variety of settings. She worked in a prestigious and well known trauma center in Baltimore, MD, where she helped heal a patient population that was dealing with devastating injuries. Then, through a government contract, she began nursing at Walter Reed Army Medical Center in Washington DC, where her work focused on helping returning military veterans who had been involved in horrific war related injuries.
After years of serving the federal government, Tracy decided that her services could be extended to the commercial and private sector with a focus in the life sciences industry, personnel and executive search for all organizations requesting subject matter expertise so they can meet their mission. She recognized the need for personnel to match an organization's mission, culture and values in order for long-term retention and job satisfaction. Her goal of improving operational success rests in her ability to understand how the needs and goals of an organization align with those of the people it employs. Tracy has designed FSR with an extremely selective hiring process to ensure that our soldiers receive the highest quality of care through the employment of clinicians and personnel that have proven excellence in their respective fields.
Through Tracy’s leadership, FSR has been serving our nation’s heroes since 2004 and believes that no veteran should have to fight for a job after they fight for our nation. Inspired by the White House Veteran hiring initiatives, FSR has designed a program for veterans and hiring managers to address the spectrum of career goals, skills, experiences, and challenges connected with military services. Recognizing that there are various levels of veteran experience with unique perspectives from each military branch has helped FSR prepare veterans to succeed and supports their long-term career success.
Tracy Balazs has 10 solid years of government contracting experience, much of it self taught.  Everyday she learns from other successful business and industry leaders and applies and incorporates what she has learned into making FSR a stronger healthier company.  Understanding the importance of the knowledge she has gained, Tracy is open to educating and guiding with best practices other business owners that may be new to government contracting.  She shares her knowledge freely and has spoken on several occasions in variety of forums. Tracy has also worked to have FSR become a Small Business Administration (SBA) approved Mentor in the 8(a) Mentor-Protégé program.  This relationship was approved by the SBA even before FSR graduated from the 8(a) program. 
Tracy is very happily married to Michael Balazs and is a proud mother of two children, James and Samantha.  She is highly aware that her accomplishments in business have not been without sacrifices to her family and that without their constant support, she would not have been able to thrive in work with such passion.
